AMC Two-Year Accomplishment Report




AFTER barely two years in office as member of the House of Representatives of the 15th Congress, one can proudly say that Cong. Arnel M. Cerafica of the First District of Taguig City and Pateros made it to the honor roll as he implements his programs and projects with flying colors. The following is the summary of his accomplishments:

HEALTH AND SOCIAL SERVICES: He prioritized and guaranteed the delivery of basic health and social services to accommodate the District’s fast growing population. 

  • All-In-One Mamamayan Card: Thus far, more than 40,000 privilege cards or AMC Card with health insurance, funeral service and other medical benefits have been distributed to indigent individuals. 
  • Burial Assistance: To date, 1,498 families were provided burial assistance
  • Free Medicines/Medical Equipments: Upon signing of the Memorandum of Agreement with Mercury Drug and Generics Pharmacy, more than 1,248,288 quality medicines and a number of units of medical apparatus and gadgets such as nebulizers, wheel chairs, walkers, crutches and hearing aids have been distributed to patients suffering from different illnesses and disabilities.
  • Cataract Operation: He also launched “Oplan Sagip Mata” to cater to patients suffering from cataract problem.
  • Hospitalization: Some 38,332 patients haven provided medical assistance at the different partner health institutions like Philippine General Hospital, Rizal Medical Center, National Kidney and Transplants Institute, Philippine Children’s Medical Center, Philippine Heart Center, East Avenue Medical Center and Research Institute for Tropical Medicine.
  • Dalaw Barangay: To propagate a healthy community, 150 medical and dental missions dubbed as Dalaw Barangay have successfully been conducted in depressed neighborhoods giving the indigents free medical/dental services and medicines.
  • AMC Mobile Clinic: Four ambulances were purchased to complement his mission for advocating mobile vital healthcare services as a key solution for advancing access to healthcare and expand community outreach in both rural areas and urban centers on a continuing basis and in times of emergency. The Advance Mobile Clinic is equipped with the state-of-the-art medical equipment and trained health personnel to respond to paramedical emergencies.
  • People’s Day: Since Day One in office, Congressman Arnel Mendiola Cerafica makes himself available every Friday with his constituents to accommodate indigent population through the regular conduct of People’s Day to hear their needs, problems, requests and suggestions. 
  • Health Workers Training Workshop: In line with the continuous quest to improve the implementation of health care program and uplift the confidence to save lives, the Office Cong. Arnel M. Cerafica conducted three-day training on Community Health Team (CHT) mobilization and Emergency Medical Services, CPR and ECC Courses for healthcare providers and lay rescuers. The training which conforms to the International Standards on Health and Safety was provided by Community Health Education Emergency Rescue Services (CHEERS), a private, registered association that aims to provide trainings on Emergency Medical Services with International and Local Certification.
  • Creation of Emergency Hospital: Even before Congressman Cerafica delivers his privilege speech (PS00061) in Congress, he had already made initial moves for the establishment of a 24/7 health facility to best serve the purpose of addressing the needs of the indigent residents of the district. To date, a two-storey emergency clinic is under construction.
INFRASTRUCTURE PROJECTS: Of the 169 major infrastructure projects implemented and on-going by Cong. Arnel M. Cerafica with a budget allocation of P1.54 Billion Pesos including the 126 million pesos PDAF for local projects, fifty-one (51) of them are in Pateros (approximately Php312,000,000.00):

  • Rehabilitation/Construction of School Buildings
  • Rehabilitation/Construction of Multi-Purpose Halls
  • Asphalt Overlays and Upgrading of Drainage System
  • Rehabilitation/Construction of Covered Courts
  • Construction of Gravity Walls along Riverbanks
  • Repair/Construction of Roads
  • Repair of Alleys/Roads, Rip-Rapping of Creeks

EDUCATION: Quality education has become a prime concern of AMC who has so far more than 1,300 college scholars in his ward. Every semester, scholarship checks are awarded to the students of Taguig and Pateros with outstanding and excellent academic credentials.  The e-library with all the electronic gadgets like LCD projectors and wide screen, laptop computers, digital cameras and internet connection is also under construction.

  • AMC Computer Training Program: More than five hundred AMC scholars in Community Based Computer Scholarship Training Program graduated with an opportunity to learn basic computer skills and executing various procedures such as the basics of working with applications and more. Computer Courses include Basic PC Operation Basic PC Operations using LINUX Operating System, Introduction to Libre Office, Desktop Publishing using GIMP, PC Hardware and Networking, Introduction to Animation using Blender at Video Editing using Kdenlive.
  • AMC Day Care Computer Learning: Becoming computer literate at an early age offers considerable advantages to kindergarten children which Cong. Arnel M. Cerafica believes when he donated brand new computer sets to Day Care Centers in the different barangays in Taguig City.
  • AMC Cash Incentives To Honor Students: Some 326 honor graduates of Taguig-Pateros Congressional District’s public elementary and high schools awarded on the traditional cash gifts in recognition of their academic achievements. Class valedictorians and salutatorians each received P10,000 and P5,000 respectively, while those who graduated as first to tenth honorable mention took home from 1,500 to P3,000 each. The academic merit was a gesture of appreciation from Cong. Cerafica to public school students who have excelled in their studies, receiving top honors in various academic endeavors. AMC believes in inspiring the students to really strive for the best in their studies and rewarding them by giving cash incentives.
CLEAN AND GREEN: In cooperation with Metro Manila Development Authority, AMC implemented clean and green activities in the different barangays for a cleaner environment by dredging of rivers, declogging of canals and water tributaries  and rehabilitating of creeks in the different barangays thus preventing flash floods and the spread of dengue cases. He supports the clean-up operation of the Pasig River Rehabilitation Commission to restore and rehabilitate the Taguig-Pateros River in partnership with Rotary Club of Fort Bonifacio Global City. 

YOUTH AND SPORTS DEVELOPMENT: After a hard day’s work, AMC takes time-out in a friendly basketball game with his constituents in the different barangays. He visits every community in his district and organizes different sports activities such as basketball, volleyball, badminton, table tennis for a get-together exercise.

EMPLOYMENT AND LIVELIHOOD OPPORTUNITIES: He has successfully placed over hundred jobseekers for employment in local companies and has endorsed applicants for job openings.  To implement the socio-economic and livelihood programs, he collaborated with the national agencies like TESDA and other NGOs for skills and manpower training in Rugmaking/Gloves, Foodcart/Kiosk Business, Cosmetology/Hairdressing, Physical Therapy/Reflexology, Home-made Food Stuff Production, Salted Egg/Balut Production, Plyboard/Wood Technology Production, Laundry Soap and Detergents/Perfume Making, Flavored and Fortified Juice, Specialty Cakes and Pastries, Soybean Processing, SORBETES (Commercial Production), Silkscreen Printing, Siopao/Dimsum Production, Waterlily Production, Doypacks/Recyclable Products, Industrial Sewing Machine Operation and more.

UTILITIES: In collaboration with the Department of Energy, AMC distributed 10,000 compact fluorescent lamps (CFL) and another batch has been requested to accommodate more households. A number of jetmatic pumps have been provided to far-flung areas that still have no access to potable water supply. He also asked Manila Water to expedite the processing of their application for water connection and invite the water conglomerate to put up satellite office at the district office to service its customers for water application. 

HOUSE MEASURES: Not to be outdone, AMC authored seven important bills and co-authored 120 bills. Among them are House Bill No. 02142 upgrading the minimum salary grade of public school teachers from salary grade 11 to 15, House Bill No. 1337 providing for the settlement, aid, and rehabilitation services for the underprivileged and homeless citizens affected by the demolition of houses/dwellings along danger areas and HB03133 mandating all private colleges and universities to grant scholarships to at least twenty (20%) percent of its total tertiary level student population. Such measures are pending in the Committee on Appropriations, Committee on Housing and Urban Development and Committee on Higher and Technical Education respectively.

AMC DISTRICT OFFICE: To accommodate individuals who are seeking audience with Cong. Cerafica and people asking for assistance during people’s day, a two-storey district office has been constructed.
